Both Dimethicone and Silica are not bad ingredients. Silica is used to enhance the sensorial texture of the balm and provide some of the glow while the Dimethicone acts as a long wearing agent.
Silica is considered to be harmful only if used in a loose power form. Some types of silica are manmade and some are natural and manufactured from sand. In any case, silica can show potential risk only if used as a "grain" or "loose powder form." Even so the FDA has regulated its usage amounts and all brands must follow the regulations and INCI protocols.
Dimethicone is the most non harmful ingredient that derives from the silicone family. It is used in almost 90% of all cosmetics products to enhance the wear on the skin. Again the usage is approved by the cosmetics regulations otherwise we wouldn't be using it in our formulas.
